About UDOClearCode

UDOClearCode is a project to update the Winston-Salem/Forsyth County Unified Development Ordinance (UDO). The goals of this project are to:

  • Improve the organization and navigability of the UDO document; 
  • Make the UDO more user-friendly by adding graphics and using plain language, 

  • Remove repetitive language and redundancy in regulations; 

  • Address conflicting regulations;

  • Identify revisions needed to comply with recent changes to state and federal law; and

  • Identify opportunities for the City and County to apply best management practices.

UDOClearCode is not a project to make substantive changes to the UDO. Rather, it is an effort to make the UDO more clear, consistent, and easy to use for citizens, developers, investors, elected officials, and staff.

The first stage of UDOClearCode was the development of a Code Assessment, a document that analyzes the UDO and makes recommendations for improvements. The Code Assessment was completed in late 2018. Following endorsement of the Code Assessment, a new UDO (UDO ClearCode) was adopted in December 2019.  The UDO ClearCode became effective on January 1, 2020.

The UDO ClearCode will be amended in the future to implement additional recommendations of the 2018 Code Assessment.
